Gerald Bowe, Captain, USCG (retired) is a contractor supporting the Department of Homeland Security, Science and Technology Directorate, Borders and Maritime Division, Maritime Technology Program. He is the Operations Manager for the Maritime Technology Program.

He retired from the United States Coast Guard in 2004 and was immediately recruited to support the Maritime Domain Awareness effort as a regional S&T Advisor, operating from the joint USCG District Seven and Regional CBP Headquarters in Miami, FL. In late 2008 as the MDA efforts were absorbed into the various DHS and DOD agencies, Captain Bowe was recruited to support the new DHS S&T Maritime Technology Program.

Captain Bowe is a 1974 graduate of Coast Guard Officer Candidate School. He started his Coast Guard career by enlisting in Miami in 1968 and served as an Electronics Technician for five years before attending Officer Candidate School. He served in a variety of operational and technical assignments the next thirty years. He retired from active duty in 2004 and is currently employed by CACI Federal. His USCG officer assignments included serving as Commanding Officer for three separate commands (Technical, Operational, and Logistics); the Chief, Office of Electronic Systems (USCG HQ) for the USCG, technical advisor for several acquisition efforts (Deepwater, Rescue 21, VTS/PAWWSS) and architect/project officer for a regional DHS command center in Miami). The CONOP and technology integration for the command center effort became an integral part of the DHS Integrated Operations Center (IOC)/Command 21 effort. His educational background is primarily electronic engineering with advanced education in technology management, systems engineering /administration and organizational management.

While serving as the Regional MDA S&T Advisor, Captain Bowe was responsible for overseeing, coordinating or influencing the operationalizing of several new technologies and capabilities in the regional USCG/CBP operating areas. The technologies included various radar types/configurations, acoustic sensor systems, UAV operations, deployable sensor systems/suites, space based technologies, airship operations, exploiting regional aerostats, AIS/Radar fusion and information sharing concepts.

While on active duty, he was directly involved in the planning and support of several of the Coast Guard’s highest tempo-most complex operations in history, including Operations Able Manner, Able Vigil, Uphold Democracy, Operation Vigilant Sentry and Able Sentry. Several of these operations are still in effect under a DHS OPLAN. His technical and operational experience during his USCG career and his experiences as the MDA S&T Advisor is complimentary to the goals of the DHS S&T Directorate BMD, MTP efforts.
